How does the On Unsubscribe function work in a Responsys Program?

In a Responsys Program > Settings > Options > On unsubscribe

There are 2 options

• Continue
  
• Exit Program

If the option 'Continue' is selected, the record will flow through the program.

But if the option 'Exit Program' is selected, how does this work?

Does this tak into account the values in CONTACTS_LIST, such as
EMAIL_PERMISSION_STATUS_
MOBILE_PERMISSION_STATUS_
POSTAL_PERMISSION_STATUS_

to determine when a record/enactment exits the Program?

Or does this work another way?
