Delete button available even after removing employee ability to delete

We do not allow employees to delete their goals or HR assigned goals (cancel only for both). We've ensured the HCM Design studio rules reflect this. Even with that set to cancel only, a delete button is appearing on our employee goal pages as well as for managers reviewing their direct reports' goals. It doesn't appear when selecting the actions button on the overall goal page, only when clicking into the goal. (see attached doc for reference)

We're being told this is not a bug and it's like this in the Oracle pods, but this makes no sense why we would not allow deletion of goals by employees or managers yet there's a separate delete button popping up.
