How to remove dependent from already elected coverage without voiding another potential event?

Summary: An employee wishes to remove her dependent from coverage that was effective 9/1/21 (her new hire date). She indicated this before the enrollment period ended but an error was received. In addition, there is another potential life event on 9/1/21 that ends up voided if I back out of the new hire event and reprocess.

Hello- an employee reported wanting to remove a dependent from her already elected and enrolled coverage effective 9/1/21. The system gave her the error below (PER-1531462) and she was not able to remove herself. I recreated the scenario in TEST and seemed to be able to remove the dependent by backing out of the event first and then deleting the dependent from People To Cover. However, there is a second potential life event for 9/1/21 that ends up becoming voided when I reprocess the New Hire event and re-enroll the employee.
