What exactly PerformanceDocEligibility.dat is used for?

Looking at the business object name(Performance Document Eligibility), it seemed like this HDL/HSDL can be used for making a person forced eligible for a performance document.

However, there are are no fields related to performance document in this template, only few fields related to person's assignment. The description of this object does not makes any sense either:

Assignments that should be considered in eligibility profiles for performance documents, which allows specific assignments to be excluded.

I don't find mention of this business object in any Oracle document.

If anyone has any idea what this HDL can be used for or if there is any documentation regarding it, please let me know.
