Summary: Pending worker does not receive email notifications

Content (required): Do you need to set the Profile option "User Account Notifications to Home Email Enabled"(ORA_PER_USER_ACCOUNT_NOTIFY_HOME_EMAIL) to Y at site AND capture the pending workers personal email address on the person screen AND manually create a user account in Security Console (in which you capture the personal email address) of the pending worker before the pending worker will start receiving email notifications?

Reason I asking is because the pending worker I created in our test instance only receives email notifications if all 3 actions are performed. It would make life easier if the user account in Security Console can be created automatically once the Pending Worker record has been created.
