How to create & assign performance docs to specific company locations at different times per year?

Summary:

I have a requirement to be able to assign the same performance template to different company locations at different times per year. Is there a way to do this without using a spreadsheet loader? Process mass actions only has filters for Business Unit or Department and I don't believe using multiple eligibility profiles could meet the requirement.

Example: The employee performance template needs to be created and assigned for all Employees at XYZ location in January while Employees at ABC location should get their appraisals created and assigned in March.
