How to Update the EFF in Fullfilment Lines Using SOAP UI - Getting Integration Context Code Error

We are trying to use OrderFulfillmentResponseService WSDL using processFulfillmentResponse operation 
to update fulfillment line EFF without changing the revision, but we are facing below Error:


The fulfillment application used OrderFulfillmentResponseService to call the ProcessFulfillmentResponse operation,
but in a context where access is not authorized.-User not authorized for Shipment
