Implementing a Performance Scorecard

I am looking into how to create KPIs around Quality (email and phone reviews) and Productivity (revenue, calls handled, orders entered, leads/upsells, etc.).  It appears I have to select a Subject Area when creating a KPI but the data for the scorecards is being tracked outside of Oracle.  Is there a way to create a KPI/Scorecard when the data is outside of the system?  What Subject Area should I be selecting?  Has anyone else had any experience with scorecards that they can share?

Here is a sample of the data I'm am trying to turn into a scorecard:
