How to restrict administrator privileges on self-service screens in Goals?

Hello team.

The situation is as follows: I as HR Specialist (A custom role was generated with privileges for Goals and performance) I have the privileges to cancel and delete the goals of the employees, from the my client groups task I can enter and manage the goals of the employees, but the employees from the self service cannot cancel or delete their own goals, they must request support from their immediate manager or the HR Specialist for this task.

The issue is that I as HR Specialist, when entering my Goals self-service, if I can delete and cancel my own goals, this is a mistake, since I, as an employee, should not be able to delete or cancel my own Goals, but it should be my manager and another HR Specialist who "helps" me with this task. The client considers this as a security error, which I agree with, since the Employee role (custom role) was stripped of the privileges to delete and cancel the goals.
