Remove Rate from Benefit Plan for 2021

Hi,
Currently our Medical Waive plan has a credit associated with it. As of 1/1/21 the credit goes away.
Question 1. I thought if I end dated the rate as of 01-01-2021 the rate would "disappear". I reprocessed Open Enrollment for myself but the rate is still showing. Is there another step I missed (perhaps something on the Benefit Program) or should I have ended the rate as of 12/31/20. If that is the case does anyone know how to correct an end date? I attached a screen shot of the variable rate I am trying to update.
Question 2. There is a fast formula associated with the rate. I think I need to remove it, but when I try the field does not open. Do I need to delete the extra Inputs in the Additional Information Section first?
